Community Guidelines

Version 1.0 · Effective 17 October 2026 · Published 17 October 2026

Why these guidelines exist

People use BALDE PH to decide where to get water, sometimes during a shortage and sometimes for a household that includes an infant or someone who is ill. Inaccurate information here causes wasted trips, and at worst it causes harm. These guidelines apply to residents, providers, organisations and anyone else who contributes.

For everyone

Report what you saw. A shortage report should describe your own observation, with the place and the time. Do not report a rumour as an observation.

Do not submit false reports. Fabricating a shortage, an interruption or a contamination event diverts attention from real situations.

Do not post other people's personal information. No names, addresses, phone numbers or photographs of identifiable people without their authorisation. Describe a location by landmark rather than by household.

No harassment or abuse. Submissions attacking a person or a group are removed.

No spam or malicious uploads. Advertising, repeated identical submissions and files intended to harm the platform or its users are removed and may end in suspension.

Do not impersonate. Presenting yourself as a government agency, an LGU, a water district or an organisation you do not represent is a serious breach and may be unlawful.

For providers

Keep availability honest. Mark your listing unavailable when you cannot serve. An inaccurate "available" marker sends people on a wasted trip during a shortage.

Do not make unsupported safety claims. Do not describe water as safe, potable, pure or tested unless you have submitted the supporting evidence, and do not present an expired test result as current. Verification of your business is not a potability certificate, and presenting it as one is prohibited.

Keep prices accurate. A listed price should be the price you actually charge.

Do not manipulate listings. Creating duplicate listings, or reporting a competitor's listing falsely, results in suspension.

For organisations

Stay within your jurisdiction. Review and assign only the records your organisation is authorised to handle.

Publish advisories with their source. An advisory must name the issuing authority and link to the original where one exists. Do not publish forecasts or official statements that have not been issued.

Protect requester privacy. Contact details and exact locations released to you for an assistance request are for responding to that request only.

Moderation

Moderators review reports, flag suspicious listings and act on breaches. Depending on severity, the outcome may be an edit, removal of content, a request for evidence, a suspended listing, or a suspended account. Serious or repeated breaches end in termination.

Moderation and verification do not guarantee that every community submission is accurate. They reduce error and abuse. Treat an unverified report as one person's observation, and confirm with a provider before relying on a listing.

Reporting a problem

Use the report function on a listing or report, or contact abuse@uat.baldeph.com. Include the reference code where you have one.
